notification bar disappears ie9 before I can click on Open or Save

I am on a web page that provides a pdf.  The notification bar pops up to Open or Save but disappears almost immediately.  If I press another key (for example the Escape key) right away, the notification bar remains up and I can click on the desired option
to Open or Save. 
The web page is Java.  Don't ask my any technical questions, I am incapable of answering them. 
Windows 7 Professional SP1.
